At the conclusion of our Crowdsourcing project: Jane Madsen an art director from Chicago, Illinois submitted the proposal that received the most support.
Last month, I announced the launch of my pioneering project to improve civic engagement in Congress through crowd-sourcing. What has happened in the ensuing process has been nothing short of astonishing. The democratization of the design and information of my new site has ushered in an unparalleled level communication between not only my constituents, but with the design community in general.
In the coming month, our vendor GovTrends will be implementing Jane's design into the first ever crowdsourced government website. This project has been an opportunity to give democratic relevance to a process we call governance. Thank you for making this a reality. Creating Jobs, Supporting the States and Investing in Our Country’s Future
The United States is facing its deepest economic crisis since the Great Depression, one that calls for swift, bold action. The goals of this legislation are the same as they have been from day one: to strengthen the economy now and invest in our country’s future.
This legislation will create and save jobs; help state and local governments with their budget shortfalls to prevent deep cuts in basic services such as health, education, and law enforcement; cut taxes for working families and invest in the long-term health of our economy. We do all of this with unprecedented accountability, oversight and transparency so the American people know their money is being invested responsibly.

To accomplish these goals, The American Recovery and Reinvestment Act provides $311 billion in critical investments.
Since becoming a member of the Appropriations Committee, I have new oversight responsibilities for the spending of federal dollars, as well as an increased role in the prioritization of federal spending.
For too long, the process of Congressional funding requests – sometimes known as “earmarks” – lacked transparency and accountability, leading some members of Congress to abuse it and the public trust. Since assuming the majority in 2007, Congressional Democrats have instituted wide-ranging reforms, including ensuring that every American can easily determine which member of Congress has submitted a request that receives funding.
Ensuring American competitiveness in an increasingly global economy requires significant improvements in science, technology, engineering and mathematics (STEM) education.
I sponsored the Enhancing STEM Act to improve STEM education coordination among Federal and state governments. The Enhancing STEM Act provides Federal Agencies and states with the infrastructure required to work collaboratively, establish national STEM education goals, and to coordinate STEM education initiatives.
I developed the bill with my distinguished colleague, Senator Barack Obama (D-IL), who introduced a companion bill (S.3047) with Senator Richard Lugar (R-IN).
House Appropriator Rep. Michael Honda Brings Millions to CA-15 District in Commerce, Justice and Science Bill 6/19/2009
WASHINGTON DC – Yesterday, Rep. Michael Honda (CA-15), member of the House Appropriations Subcommittee on Commerce, Justice and Science, announced $6,925,000 in funding for critical programs in California’s 15th district, as part of H.R.2847, the Commerce, Justice, Science, and Related Agencies Appropriations Act for Fiscal Year 2010, which passed the House today. The bill funds important federal law enforcement activities; science, technology, and innovation programs; the Census; and environmental protection efforts.
Rep. Honda Requests Millions to Restore SCAAP Funding and Reimburse California for Incarceration Costs 6/16/2009
WASHINGTON D.C. – Today, House Appropriator Rep. Honda (CA-15) offered an amendment on the House floor to increase funding for the State Criminal Alien Assistance Program (SCAAP). Concerned with the complete elimination of SCAAP in the President’s Fiscal Year 2010 budget request, and with bipartisan support from House Appropriations Subcommittee on Commerce Science and Justice Chairman Mollohan and Ranking minority member Frank Wolf, Rep Honda proposed an amendment to increase SCAAP funding to FY09 levels, or $400 million.
Rep. Michael Honda Equips America's Schools by Improving Science, Technology, Engineering, and Math Education Activities 6/9/2009
WASHINGTON D.C. (Today) – Rep Michael Honda (CA-15) recently introduced the Enhancing Science, Technology, Engineering, and Mathematics Education Act (E-STEM) of 2009, H.R. 2710, to keep America competitive in the global economy by improving science, technology, engineering and mathematics education. Given that support for E-STEM legislation, first introduced in 2008 with then-Senator Barack Obama, is building within Congress and the Administration, Rep. Honda is hopeful that this bill will pass the House quickly, as the establishment of a coordinating mechanism for federal STEM education programs will be critical to business and industry in the Silicon Valley.
Rep. Michael Honda to Announce Key Component of Comprehensive Immigration Reform: Reuniting Families 6/2/2009
WASHINGTON D.C. (Today) – Chairman of the Asian Pacific American Caucus, Rep. Michael Honda, will hold a press conference on Thursday, June 4, at 12:00 p.m. on Cannon Terrace, or in case of rain Cannon House Office Building Room 441, to present key components of a comprehensive immigration package, in preparation for President Obama’s reform agenda. Joining the Congressman will be other Members of Congress and supporting advocacy organizations. Rep Honda will discuss his Reuniting Families Act, to be introduced in Congress this week, and the need to reform America’s family-based immigration system to end lengthy separations of loved ones, promote family stability and foster the economic growth that immigrant families have provided throughout our history.

WASHINGTON D.C.– Today, Rep. Michael Honda (CA-15) officially announced the launch of a pioneering new project to improve civic engagement with Congress. The Congressman is redesigning his website – using a technique called crowd-sourcing – in the latest initiative by Rep. Honda to make government more transparent and accessible to the public.
